Doctors & Communities

To make primary care easily accessible for all Tennesseans by connecting medical professionals with the communities where care is needed most.

Supporting Physicians and the Communities They Serve

At the Tennessee Center for Health Workforce Development (TCWD), we’re dedicated to strengthening healthcare access in rural and underserved areas across the state. Through recruitment, placement, and support initiatives, TCWD connects physicians with communities in need - helping doctors find meaningful careers while ensuring Tennesseans receive quality care close to home. By building sustainable healthcare networks, we’re not only filling positions but also fostering long-term community health and growth.

Programs & Incentives

TCWD offers a variety of programs and incentives designed to attract and retain healthcare providers in Tennessee’s rural and underserved areas. From placement assistance and community matching to financial support and incentive programs, we help make rural practice both rewarding and sustainable. Our goal is to ensure that every community has access to the quality care it deserves while supporting physicians in building lasting, fulfilling careers.

  • Residency Incentive Program

The TCWD Residency Incentive is a financial incentive offered to medical residents in primary care (FM, IM, IM/Peds, Peds, OB/GYN) and behavioral health programs in exchange for a service commitment at an approved medically underserved practice site in Tennessee. Applicants are eligible for either $105,000 or $140,000 based on a respective three-or-four-year length of residency. The financial incentive is paid on a quarterly basis for the length of residency, even if you are awarded the incentive later in your program. The post-graduate service commitments are also based on the length of residency. These funds are unencumbered and can be used however the resident chooses. You must be a US Citizen or permanent resident to be eligible for this incentive.

If awarded, the service commitment is two years for full-time providers and the funds would be awarded directly to the practice site. Testimonials

"Like many medical students I have had to take out federal and personal loans to make ends meet. The stipend has allowed me to pay off the bulk of my loans and eased my family’s transition out of residency into practice."

John Busigin, MD

"We could never have justified setting aside $30,000 in hopes of getting a doctor. Not when it could pay a salary or offset the cost of services. We were struggling even with the idea of paying relocation fees for a potential physician and then the Community Incentive arrived like an answer to a prayer. I urge all Tennessee CHCs to engage with the Center. Get their help with recruiting clinicians and apply for the Community incentive."

Katina Beard, CEO

"Each and every physician placement is a special event for the Tennessee Center for Health Workforce Development. Each placement truly changes the face of the community where the clinician goes to practice. Such tremendous success is a cause for celebration. The Center is truly living up to its mission by helping to change the lives and health of Tennesseans."
